The Secretary of the Treasury may require that certain steel mill products coming into the United States have a valid export license or other papers issued by a foreign government or customs union, if the President and that government or union ask under an international agreement. The Secretary can make rules to refuse entry for goods without those papers. This authority only covers requests received before January 1, 1983, and lasts only as long as the arrangement continues.
