The Secretary may hire private companies to collect money owed under the customs laws, but only after Customs has used all administrative steps, including claims against any surety bonds. Contracts must let the Secretary settle disputes, stop collection, or send a case to the Attorney General for a civil suit. Contractors must follow the federal privacy rule (5 U.S.C. 552a, subsection (m)) and federal and state debt-collection laws. The person who owes the debt must pay all collection costs, and money collected will be used to pay those costs despite 31 U.S.C. 3302(b).
