The Commissioner of U.S. Customs and Border Protection must require anyone exporting a used car by air or ship, including for personal use, to give Customs the car’s vehicle identification number (VIN) and proof of ownership at least 72 hours before export. The Commissioner must create rules to randomly pick cars to check for theft risk, check those VINs against the National Crime Information Center to see if they are reported stolen, and provide all VINs collected to the Director of the Federal Bureau of Investigation if requested.
