Customs cannot release imported goods covered by a countervailing duty order for use on or after the date the order is published unless the importer follows some rules and first deposits an estimated countervailing duty set by the agency in charge. To comply, the importer must give customs any information the agency needs to figure the duty, keep and give the records the agency requires, and pay—or agree to pay when asked—the amount of duty owed.
