Vessels that should be documented but aren't, and that operate in trades that need documentation (except registry trades), are fined $500 for each port they enter without the certificate. If a vessel carries foreign goods (not sea stores) or untaxed domestic alcohol, the vessel, its gear, and its cargo can be seized; marks or labels showing foreign origin count as evidence.
