After the U.S. International Trade Commission finds serious injury under section 1901(b), the President may choose to make deals with other countries to limit exports from them and imports into the United States of the product causing the harm, instead of using the power in section 1981(a)(1). The President must still follow the conditions in sections 1981(a)(2), (3), and (4). To enforce a deal, the President can make rules about bringing the covered product into the country or removing it from warehouse. For a multilateral deal with major trading countries, the President can also make rules about similar products from countries that are not part of the deal.
