Summary

The President may make a proclamation issued under section 2011 take effect retroactively to an earlier date, as long as that date is the earliest one after January 17, 1965 that he finds workable, even if other laws would normally stop him. For customs entries that have already been finalized (liquidated), the retroactive change counts only if a request is filed with the customs officer on or before the 90th day after the proclamation and any other conditions the President sets are met.
