The United States seeks international rules that let countries use short-term measures to help workers and businesses adjust when growing trade changes competition at home. Trade agreements may set up ways to notify affected exporters, hold talks, review and adjust trade flows, and use international mediation. They can also, under set conditions, let parties avoid compensation or retaliation and allow public domestic procedures where interested people can take part.
