The President must not cut or remove a tariff or other import restriction on any product if the President finds that doing so would threaten national security. While any action under sections 2253, 1862, or 1981 is in effect for a product, the President must keep that product out of trade talks under this subchapter (and out of actions under section 2132(c)) that would remove or reduce any duty, the import limits under those sections, or any other import rule whose removal would weaken those limits.
