The President must give anyone interested a chance to speak about a proposed trade agreement under section 2133 or section 4202. People can present views about items on the list under section 2151, what should be on that list, what concessions the United States should seek, or any other related matter. The President must choose an agency or a group of agencies to hold public hearings after reasonable notice and to make rules for those hearings. When appropriate, the same steps can be used when making trade policy and priorities. The agency or group running the hearing must give the President a summary of the hearing.
