When a document must be sent to Congress under section 2112(e), 2253(b), 2432(d), or 2437(a) or (b), you must give copies to both the House and the Senate on the same day. If the House is not meeting, leave a copy with the Clerk of the House. If the Senate is not meeting, leave a copy with the Secretary of the Senate. For the 90-day time limits in sections 2253(c) and 2437(c)(2), do not count days when either the House or the Senate is not meeting because Congress has adjourned for more than 3 days to a specific date or has adjourned with no date set (sine die). Also do not count Saturdays and Sundays when either House is not meeting, unless those days were already excluded for an adjournment.
