When a trade agreement made under sections 2133, 2134, or 4202 goes into effect for the United States, the President must send a copy to both Houses of Congress as soon as possible if he has not already done so. The President must also send a written statement explaining why he entered the agreement that reflects any advice from the International Trade Commission under section 2151(b) and other relevant factors. The President must give every Member of Congress a summary of the same information sent to the Houses. "Member" includes any Delegate or the Resident Commissioner.
