A firm certified as eligible has 2 years to apply for adjustment help and must include a plan to improve its economic situation. The help is limited to technical assistance. The Secretary will approve the application only if the plan is likely to help the firm, gives proper consideration to the workers, and shows the firm will try to use its own resources. The Secretary must decide no later than 60 days after the application. If the Secretary finds the firm no longer needs help, the Secretary will end the firm’s eligibility, publish notice in the Federal Register, and set the date the termination takes effect.
