The Secretary can give technical help to set up industrywide programs for making new products, developing new processes, growing exports, or other uses that match the law’s goals. That help can be provided through government agencies, private people or companies, colleges, or by grants, contracts, or cooperative agreements to industry associations, unions, or nonprofit industry groups that include a substantial number of firms or workers certified as eligible to apply for adjustment assistance under section 2273 or 2341 of this title. Spending on this technical help may be up to $10,000,000 per industry each year. The Secretary decides the terms and conditions for providing the help and for how the money is spent.
