The Comptroller General must study the adjustment assistance programs in parts 2, 3, and 4 and send a report to Congress by January 31, 1980. The report must evaluate how well those programs help workers, businesses, and communities adapt to changes in international trade and how well they are coordinated with other federal unemployment and relief programs for depressed areas. In doing the study, the Comptroller General should, when practical, get help from the Departments of Labor and Commerce, and those Departments must provide any help needed for an effective evaluation.
