When the International Trade Commission starts an investigation under section 2252 about an agricultural commodity, it must tell the Secretary of Agriculture right away. The Secretary must then study two things: how many producers of the same or directly competing commodity have been or are likely to be found eligible for adjustment assistance under this part, and how much existing programs can help them adjust to import competition. Within 15 days after the Commission files its report under section 2252(f), the Secretary must send the study to the President, make the report public (except any confidential parts), and publish a summary in the Federal Register.
