The Secretary must give farmers and other agricultural producers clear details about the payments, training, and job services they can get under this law. The Secretary must explain how to file petitions or applications, tell the correct filing dates, and help groups prepare those petitions or applications when needed. The Secretary must mail a written notice to each producer believed covered by a certification and publish notices in local newspapers where they live. The Secretary must also provide information on how to apply for other federal help for workers facing economic distress.
