The Trade Representative must make rules for how petitions are filed and how investigations and hearings are run under this part of the law. They must keep the person who filed a petition regularly updated on all decisions and developments and explain any long delays. Twice a year the Trade Representative must send a report to the House of Representatives and the Senate that covers petitions and decisions under section 2412 (with reasons), the status of each investigation or proceeding, the actions taken or reasons for no action under section 2411, and the commercial effects of those actions.
