People are not responsible for money damages, fines, or other penalties under the Federal Trade Commission Act, the Antitrust Acts, or similar state laws if they negotiated, agreed to, joined, or carried out a voluntary deal to limit exports of steel and steel products to the United States, including any change or renewal of that deal. That protection applies only if the deal or its change was begun prior to January 3, 1975 at the request of the Secretary of State or the Secretary's delegate, and if the deal stopped being effective not later than January 1, 1975.
