The U.S. Trade Representative and the relevant Secretary can give grants or sign contracts with federal or state agencies or private groups to carry out this law and help the United States follow the Agreement. They can fund programs that raise awareness of standards, help standards work that supports international trade, provide U.S. representation in international standards activities when appropriate, and warn U.S. businesses about foreign standards that might affect exports. Grants and contracts must follow rules the Trade Representative or Secretary sets to protect U.S. interests. Federal money can pay no more than 75% of a program’s total cost. The rest must come from non-federal sources in cash or kind. Anyone who gets funds must let the Trade Representative or Secretary and the Comptroller General inspect books and records for audits.
