The President must pick an agency to tell the public about international sanitary and phytosanitary standard-setting work (health and plant/animal health rules). The chosen agency must publish a notice in the Federal Register by June 1 each year. Each notice covers the period ending on June 1 of that year and starts at the date of the previous notice; the first notice covers the 1-year period ending on its date. Each notice must list standards being considered or planned and, for each one, give a short description of the consideration, say whether the United States is or plans to be involved, include the U.S. participation agenda if any, and name the U.S. agency representing the country. The named agency must let the public comment on the standards it handles and must consider those comments when taking part or proposing topics.
