Even if section 1615 would say something different, the United States must prove two things in any forfeiture case when someone claims the item. First, for materials covered by section 2606, the government must show the Secretary put the material on the list required by section 2604. Second, for articles covered by section 2607, the government must show the article is recorded as part of a museum or public monument’s inventory in a country that is a party to the Convention, and that it was stolen from that institution after the effective date of this chapter or after the Convention came into force for that country, whichever is later.
