Congress wants to boost U.S. wine exports and open foreign markets. It says foreign wines often find it easier to sell in the United States while U.S. wines face many taxes and trade limits abroad. Low prices at home and stiff foreign trade practices, high interest rates, and bad exchange rates have hurt American grape growers and winemakers. Many countries still drink little wine, so there is room to sell more. The U.S. wine industry can export a lot more and create jobs and trade benefits. The law’s goals are to give buyers more wine choices, start a program to promote U.S. wine overseas, and win better access to foreign markets by cutting tariffs and other trade barriers.
