Goods bought abroad for use or sale in a ship’s saloon are treated as regular merchandise and must be declared and have duties paid when the ship first arrives at a U.S. port. If the saloon keeper or owner fails to report and pay, those goods, the saloon’s fixtures, and other merchandise owned by that person on or near the ship can be seized and forfeited. The person also faces a fine of $100 to $500 and jail for three months to two years.
