Title 19 › Chapter 18— IMPLEMENTATION OF HARMONIZED TARIFF SCHEDULE › § 3010
The Treasury Department, the Commerce Department, and the U.S. International Trade Commission must lead how the United States acts at the Customs Cooperation Council about the Convention, following policy guidance from the U.S. Trade Representative. They must set U.S. positions on technical and procedural matters and speak for the U.S. government. The Department of Agriculture and other federal agencies must give them technical advice and help. Those three agencies must write technical proposals to make sure the U.S. role in the Convention fits U.S. business needs for clear product identification, modern production methods, and current trade practices. They must ask for input from private businesses and other agencies, set up ways to handle questions and complaints about U.S. exports, and, when appropriate, use the Convention’s dispute rules and send classification questions to the Harmonized System Committee. The Commission must publish summary records and, when allowed by copyright, the Explanatory Notes, Classification Opinions, and other Council materials as soon as practical after August 23, 1988 and again when needed.
