Title 19 › Chapter 19— TELECOMMUNICATIONS TRADE › § 3110
Requires the Secretary of Commerce, working with the Federal Communications Commission and the U.S. Trade Representative, to study how competitive the U.S. telecommunications industry is and how foreign telecom policies and practices affect it. The study must help the President and Congress decide what actions might be needed to protect U.S. telecom competitiveness. The Secretary may allow public notice and a chance for people to comment. The Secretary must send a report of findings and recommendations to the President and Congress no later than 1 year after August 23, 1988, and that report must be sent to the appropriate House and Senate committees.
