Summary
United States consular officers must not issue certificates for goods that were shipped from neighboring countries when those goods went through a consulate after they were bought for shipment.

No consular officer of the United States shall grant a certificate for merchandise shipped from countries adjacent to the United States, which have passed a consulate after purchase for shipment.
