Congress supports the 1997 "Partnership for Growth and Opportunity in Africa" and says it moves U.S. trade and development goals for sub‑Saharan Africa forward. Along with ongoing bilateral and multilateral aid, the President must target technical help to build business links between U.S. and sub‑Saharan African firms; help African governments open trade, meet World Trade Organization rules if they join, reform finances and taxes, and boost agribusiness; tackle farm issues like market opening, export development, and crop processing and transport; increase reverse trade missions; expand trade in services; and encourage more African participation in WTO services talks and more commitments under the General Agreement on Trade in Services.
