Congress says that lasting economic growth in sub‑Saharan Africa needs a friendly climate for trade and investment. USAID must keep supporting programs that build that climate. The Development Fund for Africa has been an effective tool since 1988 and will work with other U.S. efforts to help expand trade and investment between the United States and sub‑Saharan Africa. Help given through the Fund will support long‑term economic development in several areas, including education and job skills, health care, democracy and good governance, better food and farm production, private‑sector growth and privatization, local participation and links between rural and city markets, training for managers and technicians, and environmental protection. The African Development Foundation has a special role to empower the poor, support women and small informal businesses, promote local technologies and financing, and include grassroots groups like NGOs, cooperatives, artisans, and traders in these programs.
