Congress says fighting the HIV/AIDS crisis in sub-Saharan Africa should be a main part of U.S. foreign policy. More than 21,000,000 people there have HIV, and 83 percent of the world’s 11,700,000 HIV/AIDS deaths have been in that region. The epidemic is breaking up families, weakening societies, hurting the workforce—especially people ages 15 to 49—and damaging economies. Economic growth is needed to help fight the disease. Congress also says the U.S. must make real progress in preventing and treating HIV/AIDS so trade with those countries can continue to work for both sides. It calls for much larger public, private, and joint efforts and for appropriate U.S. laws to address this global threat.
