Title 19 › Chapter 25— CLEAN DIAMOND TRADE › § 3903
The President must ban the import and export of rough diamonds unless they are tracked under the Kimberley Process Certification Scheme. The President may waive that ban for a specific country for up to 1 year at a time if the President tells the appropriate congressional committees that the country is making effective progress under the Kimberley Process or that the waiver is in the national interest and explains why.
