§3911 Reports

Summary

The President must send Congress a report no later than 1 year after April 25, 2003, and then every 12 months while this chapter is in effect. Each annual report must say what countries that exported rough diamonds to the United States did in the past year to control exports under the Kimberley Process Certification Scheme; note any statistics or other signs that people tried to get around the scheme, including cutting rough diamonds to hide them; identify any country that exported rough diamonds to the U.S. but was not following the scheme when that failure likely made it more likely those diamonds reached the U.S.; and describe any problems in carrying out the law or the scheme. If a country is named for not controlling exports, the President must send Congress a report about that country every 6 months after it was first named. Each six-month report must explain what the U.S. or that country has done since the last report to stop diamonds not covered by the Kimberley Process from being imported into the U.S. These six-month reports keep coming until the country controls its rough diamond trade under the Kimberley Process.
