Title 19 › Chapter 25— CLEAN DIAMOND TRADE › § 3911
The President must send Congress a report within 1 year after April 25, 2003, and then every 12 months while the law is in effect. The report must say what actions countries that exported rough diamonds to the United States took to control those exports under the Kimberley Process Certification Scheme, whether there is evidence people tried to get around the scheme (including by cutting rough diamonds), which countries exported rough diamonds to the United States without using the scheme if that made imports more likely, and any problems in carrying out the law. For any country named as exporting uncontrolled rough diamonds, the President must then send Congress a follow-up report every 6 months after the first report that named the country. Each follow-up must explain what the United States or that country did since the last report to stop imports of diamonds not controlled under the Kimberley Process. These 6-month reports continue until the country is using the Kimberley Process to control rough diamond trade.
