Any part of the Agreement that conflicts with a United States law does not apply. Nothing here changes U.S. laws or reduces powers given by U.S. law. Only the U.S. government can ask a court to say a State law is invalid because it conflicts with the Agreement. "State law" includes local laws and laws about insurance. No one except the U.S. government can use the Agreement to start a lawsuit, to defend a case, or to challenge what a federal, State, or local government did or did not do.
