The President can only issue the proclamation if he follows four steps. He must get advice on the proposed action from the advisory committees set up under section 2155 and from the Commission. He must send a report to the Senate Committee on Finance and the House Committee on Ways and Means that explains the proposed action, the reasons for it, and the advice received. Then he must wait 60 calendar days after those steps are done and consult with those two congressional committees during that 60-day period.
