If the needed legal authority is in place and an aviation security preclearance agreement (as defined in another law) is active, the Secretary may set up and run U.S. Customs and Border Protection preclearance operations in a foreign country. These operations are to stop terrorists and other security threats, keep people who are not allowed from entering the United States, make sure goods headed to the United States follow the law, speed up processing of travelers who are eligible, and do any other actions the Secretary finds necessary to protect the country.
