Congress approves three things related to replacing NAFTA with the USMCA: the Protocol signed in Buenos Aires on November 30, 2018; the USMCA agreement attached to that Protocol as changed by the Protocol of Amendment signed in Mexico City on December 10, 2019; and the proposed statement of administrative action. All were sent to Congress on December 13, 2019. The President may make the USMCA start for Canada and Mexico no sooner than 30 days after sending the written notice required by section 4205(a)(1)(G), and that notice must say the date the USMCA will enter into force.
