If a USMCA rule clashes with a United States law, the USMCA rule does not apply. The law also does not change any U.S. law or cut back powers given by U.S. law. State laws cannot be thrown out for clashing with the USMCA unless the United States brings a court case to do that. “State law” here covers local rules and laws about insurance. Only the U.S. government can use the USMCA in court or claim a government action breaks the USMCA. Private people or companies cannot.
