The President can only make certain proclaimed actions if four rules are followed. First, the President must get advice from the appropriate advisory committees under section 2155 and from the International Trade Commission, and the Commission must hold a public hearing before it gives advice. Second, the President must send a report to the Senate Finance Committee and the House Ways and Means Committee explaining the proposed action and including the advice received. Third, a 60-calendar-day waiting period must run starting on the first day those two steps are completed. Fourth, the President must consult with those two congressional committees during that 60-day period.
