When the Commission finds under section 4572 that there is material harm or a threat of material harm, it must say what action is needed to fix it. Only the commissioners who agreed with that finding can vote on the recommendation. Within 60 days of the finding, the Commission must send the President a report that explains the finding, gives any recommended actions and their basis, and includes any members’ dissenting views. After sending it, the Commission must promptly make the report public (except confidential business information) and publish a summary in the Federal Register.
