The Secretary of the Treasury can make rules that require marks, brands, stamps, or devices on any bulk container (including pipelines) used to hold, store, move, or carry imported distilled spirits, wines, or malt liquors. If a container taken out of customs control claims to hold those imported beverages but does not have the required mark, brand, stamp, or device, the container and its contents can be taken by the United States.
