Title 19 › Chapter 1A— FOREIGN TRADE ZONES › § 81e
Vessels entering or leaving a zone must follow all U.S. laws unless this chapter says otherwise. Ships leaving a zone and arriving in U.S. customs territory must follow rules the Treasury Secretary sets to protect government revenue. Nothing here lets foreign-flag ships carry goods moved from one foreign-trade zone to another zone or to a port in the protected coastwise trade of the United States.
