Each grantee must supply and keep up the buildings and services the zone needs. These include seven types of facilities: if the zone is next to water, docks, slips, wharves, mooring space and warehouses (if inland, just loading/unloading and warehouses); good transport links to nearby areas and to the rest of the United States so guards and inspectors can work; fuel, lighting, and power; water and sewer mains; office space for federal, state, and local officers who must be there; fences or other enclosures to separate the zone from customs territory with controlled entry and exit for people, vehicles, vessels, and goods; and any other facilities the Board requires.
