The grantee may, with the Board’s approval and under fair, uniform rules it makes, let other people or companies build structures inside the zone to meet their needs. Those permits do not give a permanent right against the United States. They do not stop the U.S. from regulating the grantee or the permit holder, or from revoking the grant. If the U.S. or the grantee later buys the permit holder’s property, no goodwill is counted from the zone privilege. Permits must not conflict with the zone’s public use as described in this chapter.
