Title 19 › Chapter 1A— FOREIGN TRADE ZONES › § 81o
Only federal, state, or local officers or agents the Board approves may live in the zone. The Board makes rules for people entering and leaving (any rules to protect federal revenue must be approved by the Secretary of the Treasury). The Board can ban goods or processes it finds harmful. Retail is allowed only with grantee permits the Board approves; permitted sellers may only sell goods brought into the zone from customs territory. Imported goods kept in the zone for storage, sale, display, repackaging, assembly, manufacturing, or similar handling, and U.S.-made goods kept there for export, are exempt from state and local property taxes based on value.
