Summary

Creates the John C. Stennis Center for Public Service Training and Development in the legislative branch. A seven-member Board will run it: three Senate appointees (majority leader picks two, minority leader picks one), three House appointees (Speaker picks two, House minority leader picks one), and the Executive Director. Appointees serve six-year terms, but the first appointees from each chamber are staggered into 2-, 4-, and 6-year terms. Replacements finish the remaining term and are chosen the same way. Board members are unpaid but get travel and other necessary expense reimbursement. The Center must be at or near Starkville, Mississippi (Mississippi State University).

(a)There is established in the legislative branch of the Government a center to be known as the “John C. Stennis Center for Public Service Training and Development”.
(b)The Center shall be subject to the supervision and direction of a Board of Trustees. The Board shall be composed of seven members, as follows:
(1)Two members to be appointed by the majority leader of the Senate.
(2)One member to be appointed by the minority leader of the Senate.
(3)Two members to be appointed by the Speaker of the House of Representatives.
(4)One member to be appointed by the minority leader of the House of Representatives.
(5)The Executive Director of the Center, who shall serve as an ex officio member of the Board.
(c)The term of office of each member of the Board appointed under paragraphs (1), (2), (3), and (4) of subsection (b) shall be six years, except that—
(1)the members first appointed under paragraphs (1) and (2) shall serve, as designated by the majority leader of the Senate, one for a term of two years, one for a term of four years, and one for a term of six years;
(2)the members first appointed under paragraphs (3) and (4) shall serve, as designated by the Speaker of the House of Representatives, one for a term of two years, one for a term of four years, and one for a term of six years; and
(3)a member appointed to fill a vacancy shall serve for the remainder of the term for which his predecessor was appointed and shall be appointed in the same manner as the original appointment for that vacancy was made.
(d)Members of the Board (other than the Executive Director) shall serve without pay, but shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred in the performance of their duties.
(e)The Center shall be located at or near Starkville, Mississippi, the location of Mississippi State University.
