§1103 Establishment of John C. Stennis Center for Public Service Training and Development

Summary

Creates the John C. Stennis Center for Public Service Training and Development inside the legislative branch. A seven-person Board of Trustees will run and guide the Center. The Board has six appointed members and the Center’s Executive Director as the seventh. The Senate majority leader picks two members, the Senate minority leader picks one, the House Speaker picks two, and the House minority leader picks one. Appointed members serve six years. The first Senate and House appointees are staggered so one serves 2 years, one 4 years, and one 6 years as chosen by the Senate majority leader and the Speaker. If someone leaves, their replacement finishes that term and is chosen the same way. Board members do not get a salary but are paid back for travel, meals, lodging, and other necessary expenses. The Center must be located at or near Starkville, Mississippi, at Mississippi State University.
