Gives covered employees the same rights and protections found in certain parts of the Fair Labor Standards Act, including rules about pay and overtime. A "covered employee" does not include an intern as defined by the Board’s rules. Except where the Board’s rules allow, covered employees cannot be given compensatory time instead of overtime pay. If an employer breaks these rules, workers get the same remedies as under section 16(b) of the Fair Labor Standards Act, including liquidated damages. The Board must write rules to put these ideas into practice. Those rules will mostly match the Secretary of Labor’s rules unless the Board shows a good reason to change them. The Board must make special rules for workers whose schedules depend on the House or Senate so they match rules for irregular schedules. Capitol Police law enforcement officers covered by section 7(k) may choose compensatory time instead of overtime for hours over their work-period limit. Subsections (a) and (b) take effect 1 year after January 23, 1995.
