Title 2 › Chapter 5— LIBRARY OF CONGRESS › § 135b
The Librarian of Congress can make agreements with public or nonprofit libraries, agencies, or groups to act as local or regional centers that lend certain items — like books, recordings and playback devices, musical scores, instructional texts, and other special materials named elsewhere in the law. The Librarian sets the lending rules and must always give priority to blind people and to other physically handicapped persons who were honorably discharged from the U.S. Armed Forces. Congress may provide whatever money is needed to run this program.
