From fiscal year 1995, Congress may provide funds for Office expenses. Until the first appropriation, and for up to 12 months after January 23, 1995, one-half of expenses come from House funds and one-half from Senate funds. The Executive Director may contract with agency heads under sections 1535 and 1536 of title 31. Witnesses get court subpoena fees and mileage; covered employees get travel pay under subchapter I and section 5751 of chapter 57 of title 5.
