Summary
Each House of Congress must place two copies of its journals, documents, and every book it prints into the Library. Those copies must be well bound in calfskin and may never be removed from the Library.

Two copies of the journals and documents, and of each book printed by either House of Congress, well bound in calf, shall be deposited in the Library, and must not be taken therefrom.
