Title 2 › Chapter 5— LIBRARY OF CONGRESS › § 149a
The Librarian of Congress may get rid of extra or outdated Library items by transferring them to other agencies, donating, selling, trading in, or using other appropriate methods if money is available. Money received must go into the Library’s operating funds and can be used to buy the same or similar items in the fiscal year the money is received and in the following fiscal year. This rule applies starting with fiscal year 2012 and every fiscal year after.
